September 2011 Meeting
A. CONVOCATION:
1. The Canadice Town Board Budget Workshop Meeting was held on September 28, 2011 at 7:00 pm at the Canadice Town Hall.
2. Roll call showed the following-
Present: Supervisor Kristine Singer
Councilman Michael Virgil
Councilman Leland Durkee
Councilman John O’Connor
Councilman William Hershey
Others Present: Three (3) guests/residents attended the Budget Workshop Meeting.
3. Salute to the Flag.
B. BUDGET WORKSHOP:
*Supervisor Singer went over some of the items in the proposed budget and explained some of the tax cap calculations.
-1620.1 Cleaner- changed from salaried to hourly with approximately eight hours a week.
-Some positions were increased by 2% that are not realizing any increase from benefits.
-The Honeoye Public Library had requested a 14% increase and 7% was entered in the preliminary budget.
-Medical and NYS Retirement increases we have no control over.
-Workman’s Compensation is added into our budget instead of a separate line on the tax bill.
-We are looking at a 2% increase for each of the three fire districts.
*Richmond Fire Commissioner Mr. Robert Hendler attended the meeting to formally make the request for a 2% increase in their budget. Mr. Hendler reported there were 58 ambulance calls and 37 ALS calls in Canadice to date for 2011. Advance Life Support training is over and above the requirements needed for an EMT and ALS is up to $1,500 per call. No numbers for fire calls, but Mr. Hendler can get them. Some fire equipment is usually sent out with an ambulance. Last week Thompson Hospital called to let Richmond know the ALS people are getting a raise and the Richmond Fire District has no say in the matter. After further discussion, the suggestion was made to provide either a full calendar year of statistics or from September to September. Everyone was comfortable with the 2% requested and Mr. Hendler was thanked for his time.
*Councilman O’Connor wanted to confirm that FLTV is non profit. Supervisor Singer indicated they are non profit and there is no increase on that line.
*Councilman O’Connor questioned approving even the 7% increase for the Honeoye Public Library. We are still double taxing some of the Canadice property owners that live in the Wayland-Cohocton School District. The increase is only 2% for the fire and ambulance districts. We aren’t giving our employees more than 2% if that.
*Councilman Hershey does not feel the 7% increase is appropriate either. No evidence of cutting back or saving appears in their budget; just adding more services.
*Supervisor Singer reiterated the usage by Canadice residents was the basis for the budget increases.
*After further discussion Supervisor Singer changed the Honeoye Public Library increase to 2% plus $500 for performances. After the changes have been updated in the file, the revised proposed budget will be filed with the Town Clerk by September 30th and submitted to the Town Board no later than October 5th.
C. UNFINISHED BUSINESS:
1. Tree quote from Pittsford Landscaping-
After some discussion Councilman Durkee motioned and Councilman Virgil seconded, and it was unanimously carried to approve the quote from Pittsford Landscaping for $2,620.00.

D. ADJOURNMENT:
Councilman O’Connor motioned, Councilman Durkee seconded, and it was unanimously carried to adjourn the meeting at 8:09 pm.
